§ 2341. Purpose

The Legislature wishes that discount markets be uniformly regulated in order to offer the consumers assurance and trust. For that purpose, a control plan is created in order to enable government agencies to recognize discount market sellers so that consumers who have a claim may have the alternative to discuss any such claim with the seller.

The Government of Puerto Rico is committed, through the Department of Consumer Affairs, to stimulate, promote, keep in operation, and oversee discount markets. It shall, likewise, oversee that it be regulated in the most integrated manner possible.
