Failure to comply with the provisions of this chapter shall constitute a misdemeanor, and upon conviction, the infractor shall be punished as follows:
(a) For the first infraction, a fine of one hundred dollars ($100);
(b) for the second infraction, a fine of two hundred and fifty dollars ($250), and
(c) for the third and subsequent infractions, fines of five hundred dollars ($500).
