For the purpose of the payment of the salaries of the inspectors and of the clerk-stenographer, and for the purchase of the necessary apparatus and laboratory equipment, as well for traveling expenses and per diems of the inspectors, and for the transportation of equipment, apparatus, etc., and for any other expenses in connection with this service, a sufficient appropriation shall be made in the regular budget for each fiscal year.
