For the purposes of this chapter the following terms shall be defined as follows:
(a) Person. — Shall include any person, natural or [juridical], the latter comprising any partnership, association, corporation, or any other organized group or their authorized representatives, whether or not incorporated and registered in the State Department.
(b) Economic poison. — Shall include any substance or mixture of substances for application in the external environment and intended for checking, destroying, repelling, or lessening the action of any vector, parasite or biological agent potentially harmful to persons, animals, or plants.
(c) For profit. — Shall mean the practice of any natural or [juridical] person habitually or regularly engaged in the application of insecticides and/or economic poisons by any means or device for pay or compensation.
(d) Secretary. — Refers to the Secretary of Health of the Commonwealth of Puerto Rico or his authorized representatives.
(e) Regulations. — Shall comprise all rules and regulations promulgated by the Secretary under the authority hereby conferred upon him.
