No person shall erect bill boards, sign or bulletin boards, upon property belonging to, or subject to an easement in favor of the Commonwealth of Puerto Rico upon or adjoining public roads or highways, and that no person shall affix, post, print, paint or otherwise fasten any handbill, sign, poster, advertisement, or notice of any kind whatsoever upon any tree, rock or natural object upon such property.
