§ 311. Publications to show ownership

Each and every newspaper, magazine, periodical, hand-bill or other publication, either printed, lithographed, engraved or turned out by any other mechanical means, shall show in a conspicuous place on one of its pages the name of the person, persons or corporation publishing and editing the same.
