Every expense of extraordinary character in connection with said hospital and/or medical-surgical service plan incurred by the association shall be subject to the previous approval of the Commissioner of Insurance, provided that the expenses of the association for the period exceed the limit established by subsection (f) of § 46 of this title.
The regular budgets of every association organized under this chapter shall be filed in the Office of the Commissioner of Insurance not later than December 31 of the previous year to which said budget applies.
