The Commissioner of Insurance of Puerto Rico shall make, or cause to be made as frequently as he may deem necessary, an investigation of the condition of the association, for which purpose he shall have free access to the books and documents of the association and require from its officials and employees the presentation, for inspection, of the books, documents, and other securities, and he may take statements under oath and in writing from said officials and employees, or from any other person connected with the affairs, transactions, and general condition of the association.
