The Housing Finance Authority of Puerto Rico or the mortgagee participating in the Program shall evaluate subsequent buyers to determine if they qualify to receive the benefits provided in this chapter and in the regulations adopted for its implementation. The mortgage shall be assumed only when the subsequent buyer is eligible for a subsidy equal to or less than that of the original beneficiary.
