§ 463. Outgoing Transition Committee—Creation

(a) The Outgoing Transition Committee, pursuant to §§ 458—477 of this title, shall be automatically constituted on the fourth working day after the general election is held and its members shall be those indicated in § 464(a) of this title.

(b) An Outgoing Transition Committee shall be automatically constituted in every agency, department, or public corporation of the Commonwealth of Puerto Rico on the fourth day after the general elections are held.

(c) The Governor-elect shall designate an Incoming Transition Committee not later than the fourth day after the general election is held.

(d) The Incoming Transition Committee shall have juridical personality, may sue and be sued, and may contract services for the transition process.

(e) The incoming Governor may appoint Transition Subcommittees by specific areas of the Government of the Commonwealth of Puerto Rico for them to participate in the transition process. The Transition Subcommittees shall function, exclusively, as advisory groups of the Incoming Transition Committee.
