§ 461. Obligation of the Governor and heads of agencies

(a) The outgoing Governor, all Secretaries or heads of all agencies, and all the directors of all public corporations (in office or acting) of the Commonwealth of Puerto Rico, have the obligation and ministerial duty of participating in the transition process of the Government.
