§ 198. Transportation of passengers in motor vehicles not designated therefor—Permits; regulations; insurance

The Public Service Commission is hereby authorized to grant special permits and to set up, subject to the approval of the Governor, the pertinent regulations for the conveyance or transportation of persons in commercial or heavy vehicles for agricultural, industrial, or commercial purposes, or any other purposes which are deemed justified. The said regulations shall take effect after being approved by the Governor and published in one (1) or more newspapers of general circulation. The Public Service Commission is hereby empowered to delegate to the district commanders of the Puerto Rico Police the granting of special permits, provided the applicant as well as the vehicle meet the requirements prescribed in the regulations promulgated by the Commission for these cases. In the case of the conveyance or transportation of workmen in heavy motor vehicles or commercial vehicles not owned by their employer or over which their employer has no control, the said vehicles shall, for the benefit of the workmen so carried or transported, be insured by their owners or by those using them, against all kinds of hazards, and the said vehicles shall also meet all the requirements prescribed by the Public Service Commission in the regulations promulgated by it to that effect.
