In line with present requirements, and with a view to solving the traffic problem, the Secretary of Transportation and Public Works is hereby directed and authorized to establish a Traffic Bureau in the Department of Transportation and Public Works during the fiscal year 1954—55. The Bureau shall be under the direction of a Director.
