Wherever used in this chapter, the following terms shall, except as otherwise clearly indicated in the context, have the following meanings:
(a) Bureau. — The Traffic Bureau of the Department of Transportation and Public Works.
(b) Director. — The Director of the Traffic Bureau.
(c) Commonwealth. — The Commonwealth of Puerto Rico.
(d) Committee. — The Traffic Advisory and Coordinating Committee.
(e) Government agencies. — All departments, authorities, commissions, offices and boards of the Commonwealth of Puerto Rico.
(f) Governor. — The Governor of the Commonwealth of Puerto Rico.
