That the Secretary of the Treasury be, and he hereby is authorized, empowered and directed to investigate and settle the expenses of the municipalities of Puerto Rico arising from certain expenses that have been [incurred], during the fiscal year 1906-07, or may hereafter be incurred by them on account of the maintenance in municipal jails of prisoners sentenced by or awaiting trial in the Court of First Instance for offenses against the Commonwealth laws.
