The Secretary of Agriculture is hereby authorized and ordered to adopt the regulations needed to implement this act no later than 30 days after its effectiveness. The Secretaries of the Departments of Agriculture and of the Treasury are also ordered to adopt, within the term of thirty (30) days after the effective date of this act, the regulation or regulations needed to collect the contributions referred to in § 3007 of this title, and to remit said contributions to the Fund for the Development of the Beef Industry created by virtue of §§ 3001—3012 of this title. All regulations thus approved shall be subject to the provisions of §§ 2101 et seq. of Title 3. The Administrator is authorized, with the prior approval of the Secretary, to adopt the bylaws needed for the proper operation of the Office.
