The Secretary of Agriculture is hereby authorized, with the approval of the Governor or of the officer whom the Governor may delegate, the use of the funds herein provided or any part thereof, to attend the urgent agricultural needs caused by the cases of emergency set forth in Act No. 33 of April 28, 1932, as amended. The Secretary of Agriculture may also provide incentives, subsidies, aids or services in special cases of emergency which affect specific areas, without being of a general character, such as droughts, floods, losses or damages to crops due to massive attacks of plagues, localized heavy winds, such as tornadoes and whirlwinds, etc.
