Except as hereinafter provided, the regulations promulgated by the Secretary of Agriculture to enforce the provision[s] of this chapter shall have force of law, once the requirements established in the Rules and Regulations Act of Puerto Rico, No. 112 of June 30, 1957, have been complied with.
The standards or regulations required to establish programs under the following agricultural practices for which funds are appropriated in § 1567 of this title shall take effect immediately:
(a) Marketing of agricultural products, including the price guarantee program.
(b) Aid in cases of small disasters.
