Considering that the development and promotion of agricultural markets constitute a public need in Puerto Rico, the Secretary of Agriculture is hereby empowered to exercise the power of condemnation to acquire the properties mentioned in subsection (c) of § 103 of this title and such properties are hereby declared useful and necessary for public purposes, and it is hereby provided that the Secretary shall not apply to the Governor, as provided by the Condemnation Act, §§ 2901—2913 of Title 32, to obtain such declaration, and he may condemn whenever necessary.
