§ 103. Powers of Secretary; creation of Agricultural Marketing Administration

The Secretary of Agriculture is hereby empowered to:

(a) Organize within the Department of Agriculture an Agricultural Marketing Administration.

(b) To make scientific researches into agricultural markets and the needs for markets and the facilities for new markets, and for the markets already existing, in and outside Puerto Rico.

(c) To acquire title to or possession in any lawful way of any properties considered necessary or advisable to carry out the purposes hereof; Provided, That this authority shall not extend to the acquisition of market plazas which may be under the administration of municipal governments, unless municipal administrations, in common accord with the Secretary of Agriculture, consent to the sale or lease of said market plazas.

(d) To lease or dispose of the facilities or properties, established or acquired by the Secretary of Agriculture, whenever it may be deemed necessary to carry out the purposes hereof.

(e) To appoint officials, agents and employees and vest in and impose on them the necessary powers and duties for the enforcement hereof.

(f) To carry out the acts necessary or advisable to enforce the powers and duties conferred upon him by §§ 101—105 of this title.
