§ 854. Incentives—Appropriations

The sum of four million five hundred thirty-five thousand dollars ($4,535,000) is hereby appropriated from unencumbered funds in the Commonwealth Treasury to the Secretary of Agriculture for the following purposes:

(a) For payment of incentives to farmers for the carrying out of the following activities: (1) Plantings, improvement and conservation of pasture or any other foraging plant and construction of cattle facilities, it being understood as such, those used for cattle, horses, swine, goats, sheep and other domestic quadrupeds useful to man $2,300,000 (2) Transportation subsidy, for introducing beef cattle into Puerto Rico, as well as for the fattening and for the breeding of heifers for the production of milk 360,000 (3) Raising of calves 100,000 (b) For incentives through contribution of capital, loans and other measures for the following purposes: (1) Establishment of facilities for the manufacturing of animal feed 500,000 (2) Establishment of facilities for the production of cattle and poultry products 600,000 (c) For raising replacement heifers for the production of milk 200,000 (d) To provide protection to domestic producers of cattle and poultry products against fluctuations in the supplies and prices of said products affecting the stability of domestic enterprise 400,000 (e) To provide a service for the sale of molasses to livestock farmers 75,000

The Secretary of Agriculture may, upon the approval of the Governor or the officer he may designate, out of the various items herein appropriated, use the amounts as may be necessary to defray the administrative expenses incurred. The personnel appointed chargeable to the funds herein appropriated shall be included in the noncompetitive service.
