In order to insure the success of the campaign for the eradication of bovine tuberculosis and contagious abortion in the cattle of Puerto Rico, the Secretary of Agriculture is hereby empowered to enter into contracts with cattle owners in regard to the payment of indemnity for the cattle suffering from, or which have been or are exposed to, bovine tuberculosis or to contagious abortion, after the infected cattle have been killed.
