Every owner or possessor of animals, every breeder of animals, every person bringing animals into Puerto Rico, every owner, manager or person in charge of any transportation company bringing animals into Puerto Rico, and every veterinary surgeon practicing in Puerto Rico, shall, on obtaining knowledge of the appearance of an infectious or contagious disease among the animals owned, brought into the Commonwealth or treated by him, or in his custody, or under his care, give immediate notice thereof to the Secretary of Health, or to one of the veterinary inspectors attached to the Department of Health.
Every person failing to comply with the provisions of this section shall be deemed to be guilty of a misdemeanor, and, upon conviction thereof, shall be subject to a fine of not exceeding two hundred dollars ($200), or imprisonment for one month in jail, or to both fine and imprisonment.
