§ 559. Adulteration

(a) The distribution in Puerto Rico of adulterated commercial feeds is hereby prohibited.

(b) A commercial feed shall be considered adulterated:

(1) If it contains ingredients whose use in that commercial feed is prohibited by any regulation promulgated by the Secretary.

(2) If the analysis of an official sample reveals that the composition of the feed is inferior to that guaranteed in the label.

(3) If the analysis of an official sample discloses that one or more of the individual or generic ingredients declared in the certificate of registration have been omitted from the commercial feed, or totally or partially substituted for other ingredient or ingredients, or that ingredients have been added different from those declared in the certificate of registration.

(4) If the commercial feed has insects, fungus, bacteria or other organisms and microorganisms which may affect the quality of the feed, whether it be in its nutritional value or by producing deleterious substances which could make it harmful or dangerous to the health of the animal that consumes it.
