(a) The distribution in Puerto Rico of commercial feeds falsely labeled is hereby prohibited.
(b) A commercial feed shall be deemed as falsely labeled:
(1) If the label does not contain all the information required by regulations.
(2) If the information required in the label differs from the data in the certificate of registration issued by the Secretary.
(3) If it contains false or unjustified claims on the nutritious value, properties or uses of the commercial feed.
(4) If the information required by §§ 554—565 of this title or its regulations which appears in the label is inconspicuous or difficult to read.
