§ 432. Referendum; scope of regulations

The Department of Agriculture shall adopt regulations, which shall be submitted to a referendum among the citron producers and industrialists of Puerto Rico not later than thirty days after the adoption thereof by the Department. Said regulations shall, without implying a limitation to the powers of the Department, include provisions for the equitable apportionment of quotas among the citron producers and the industrialists who process the fruit; a definition of what constitutes a citron grower and a processing industrialist of this fruit in Puerto Rico; permits which shall be issued to the interested parties; measures to ensure the best distribution of the quantities of citron normally absorbed by national and foreign markets, and the best quality and processing of the fruit; to fix quantities to be processed as surpluses, as well as to determine when such regulations shall be suspended either temporarily or permanently. If the result of the referendum is favorable to the adoption thereof, it shall be submitted to the Secretary of Agriculture for his signature, and from that time it shall have the force of law, and shall be binding on the citron producers and industrialists of Puerto Rico.
