§ 431. Regulation

The duties of the Department of Agriculture shall be, among others, to labor for the improvement of the production of citron on this island, and for an improved industrial processing thereof in order to safeguard the quality of the products; to make surveys of markets; to take steps to find markets for said fruit; and to forestall, as may be most advisable, such unfair competition among producers and industrialists, as might be the cause of economic trouble to producers, industrialists and laborers of said industry, but without interfering with Commonwealth or federal enactments which guarantee the freedom of agricultural, commercial or industrial activities.
