§ 552. Establishment of task force

The Department of Education, the Department of Health, the Civil Defense, volunteers certified on first aid and cardiopulmonary resuscitation (CPR), and the Mental and Addiction Services Administration of Puerto Rico shall establish a multidisciplinary task force to offer health education in all elementary, intermediate and high schools.

The Secretary of the Department of Education is hereby required to establish a First Aid and Cardiopulmonary Resuscitation (CPR) Training Program for teachers, teaching and non-teaching personnel, and intermediate and high school students that compose the Puerto Rico System of Education. The courses shall be offered by duly certified health professionals, who will attest that the group of personnel, as well as the group of students, has satisfactorily completed the requirements to receive the certification.

The Department of Education shall be responsible for taking all the necessary steps so that professionals certified to teach first aid and cardiopulmonary resuscitation (CPR), may offer said courses to teachers, teaching and non-teaching personnel, and intermediate and high school students. These courses shall be a graduation requirement for intermediate and high school students.

The Department of Education is hereby authorized, without being understood as a limitation, to request and use, in the measure the Secretary of the concerned departments authorizes it, those professional, human and technical resources of the Department of Heath, the Civil Defense, volunteers certified in first aid and cardiopulmonary resuscitation (CPR), and the Mental Health and Addiction Services Administration, for the implementation of this section, and the resources of §§ 3001 et seq. of Title 24.

In addition, the Department of Education shall be responsible for procuring that in every school of the Education System, workshops and seminars are prepared each semester, to strengthen and update the knowledge acquired during the first aid and cardiopulmonary resuscitation courses that were originally offered. For this purpose, the Department may receive transfers of resources, personnel and advice from the necessary government agencies, from volunteers certified in these courses, private entities, the Puerto Rico Heart Association, the Puerto Rico American Red Cross, and from any other professional, certified to offer first aid and cardiopulmonary resuscitation courses.
