A community, charity, or religion-based organization participating in any program under this chapter shall not discriminate against any individual, shall not cease to render services and to provide assistance under any of the programs described herein on the basis of his/her religion, religious beliefs, or because same refuses to actively participate in the religious activities of his/her provider. The organization shall not use its advantageous position as administrator of the provided assistance to coerce the individual, explicitly or implicitly, into joining the religion or cause promoted by the organization.
