(a) Generally.— The purpose of this chapter is to authorize the Government of the Commonwealth of Puerto Rico, its agencies, and instrumentalities to operate programs designed for:
(1) The administration and rendering of social and economic services by means of the establishment of contracts with community charity, religious, or private organizations, and
(2) to provide, in certain cases, assistance, under social and economic programs by means of certificates or other forms and disbursements that are redeemable with such organizations.
(b) Programs that qualify.— It shall be understood that the following programs shall qualify to compete for funds to provide social and economic assistance:
(1) Any social assistance program for prevention and against social problems, such as juvenile delinquency, use and abuse of controlled substances and alcohol, child or elderly abuse, domestic violence, unemployment, adolescent pregnancies, child care, and any other social service program for which the recipient of the benefits shall have qualified if same had requested assistance directly from the Government.
