The personnel required for the administration of §§ 1–26 of this title, except the Secretary of the Family, shall be subject to the provisions of the Personnel Act, notwithstanding any other provision of law. Appointments shall be made in conformity with a plan of employment, classification and selection of personnel on the basis of qualifications of training and experience. The Division shall cooperate with the Office of Personnel in the formulation of said plan.
The Secretary of the Family shall appoint the necessary personnel for the work of the Division, including an assistant Director, the heads of the sections and offices which may be organized and all other personnel of the Division, including Workers of Public Assistance of the Division of Public Welfare, who are hereby relieved and it is ordered that they be exempt from a compliance with the requirements demanded by §§ 821–850 of Title 20.
