The Director of Public Welfare shall be appointed by the Secretary of the Family and shall be the executive and administrative head of the Division. The person so appointed shall be a resident of Puerto Rico and must have shown administrative ability and had successful experience in the organization and direction of social services. His/her salary shall be the same as the salaries of chiefs of other major divisions of the Department.
