Rule OP 3 - Annual Submissions of Proposed Rules and Amendments(a) On or before September 20, or the next business day, of each year, each Advisory Committee shall submit to the Court its final draft of any proposed rules or amendments by filing them with the Executive Clerk of the Supreme Judicial Court. (b) Each submission shall be accompanied by the Committee's notes to the proposed changes. A submission of a length greater than five double-spaced 8 1/2" x 11" pages shall be accompanied by a Committee-prepared summary of the proposed changes. (c) If the Advisory Committee believes that a hearing on its annual submission believes the full Court under Procedure 5 is desirable, it should so advise the Executive Clerk of the Supreme Judicial Court at the time of its submission. (d) On the initiative of the Supreme Judicial Court, the chairman of the Advisory Committee, together with the consultants and such other members of the Committee as the chairman may select, shall present the Committee's proposals in informal conference with the Court.
