Section 1-1 - Authority

a. These rules are promulgated pursuant to the Wyoming Administrative Procedure Act, W.S. 9-692.1et. seq., and the Governor's Executive order of March 7, 1975. These rules apply to all public records maintained by the Higher Education Council, State of Wyoming.
