The primary function of the Board is to procure, compile, and evaluate information relative to weather modification experiments and activities within the State boundaries and to recommend issuance of permits by the State Engineer for any weather modification activities. The term "weather modification" means changing, or controlling, any of the weather phenomena by chemical, mechanical, or physical methods. (9 9-269, Wyo. Stat. 1957.)
