a. Stock reservoirs filed on Form S,W. 4 must not exceed 20 acre-feet in capacity, cannot have a dam height greater than 20 feet, and the proposed use of the stored water must be for stock purposes only. Any reservoirs which do cot comply with these limitations, must be filed on the regular reservoir application form, Form S"W. 3 with an accompanying map.
b. If an aerial photograph or U.S.G.S. quadrangle map is to be submitted with a stock reservoir application, see Chapter VI (page 47).
c. Applications for stock reservoirs complying with the requirements of Section 6(a) of this Chapter, should be submitted on Form S.W, 4. The instructions listed in Section 4 of this Chapter (page 35) shall apply, with the following exceptions: See sample application, page 46. - (1) ITEM 4(a) -- "The area of the high-water line or the reservoir is . . . ." .- Show the surface area of the high-water line (in acres) when the reservoir is full to the elevation of the uncontrolled or emergency spillway.
- (2) ITEM 4(b) - "The capacity of the reservoir is . . , ." -- Show the capacity (in acre-feet) when the reservoir is full.
- (3) ITEM 4(c) -- "Body of Reservoir: . . . ." -- provide the length, width, and average depth (in feet).
- (4) ITEM 6 - "The outlet of the proposed reservoir is located . . . ." -- A corner tie is not required but should be provided if such information has been determined. However, the location of the stock reservoir by proper 40-acre subdivision, section, township and range, must be specified.
- (5) ITEM 7 - "Are any of the lands covered by the proposed reservoir owned by State or Federal government. If so, describe the lands and designate ownership, i.e.. Federal or State," This requirement is made necessary as the result of a memorandum of understanding between the State Engineer's Office and agencies administering Federal or State lands.
- (6) ITEM 8 -- Complete either (a) or (b) or both if the reservoir is to be supplied by the stream on which it is located and by a supply ditch from another source.
- (a) If the stock reservoir is located in the channel of the stream from which the water will be appropriated, it is only necessary to identify the stream.
- (b) If an off-channel reservoir is contemplated, the permit number, name and capacity of the supply ditch should be supplied in this item.
- (7) If the application is for enlargement of an existing stock reservoir, indicate in the blank space adjacent to Item 4(b), the capacity of the enlargement. This information must correspond with the capacity table on the second page of the application form*
d. SUPPLY DITCHES - If a supply ditch or other facility is to be used to fill or to furnish additional water from another source for a stock reservoir, a separate application for the supply facility will be required. Such application must be prepared in accordance with the requirements of Sections 2 and 3 of this Chapter, and shall require a linen tracing map. The priority of the supply ditch will determine when water may be conveyed through the ditch and into the reservoir.
e. MAPS - It is not necessary to submit a separate map with a stock reservoir application. The second page of Form S.W. & requires information usually supplied on a separate map. The same care and attention to detail, necessary on a linen tracing, should be used. See sample map on page 68. - (1) The Location Map and Area Map on the second page of the application form, are not required if the application is accompanied by an aerial photograph or U.S.G.S. quadrangle map in accordance with Chapter VI (page 47.)
- (2) LOCATION MAP - Show the section, township and range, in which the stock reservoir is located. Locate the reservoir in the proper 40-acre subdivision. Show an outline of the high-water line of the reservoir, drawn as nearly to scale as possible, and give the name of the stock reservoir. Show the location and direction of flow of the channel on which the stock reservoir is located and give the name of the stream. The complete course of all streams within the section must be shown and identified by name, if such name is known. If a corner tie is furnished, it must be shown on the Location Map.
- (4) CROSS-SECTION OF DAM -- Show the height of the dam* top width, elevation of the top, elevation of the high-water line, slope of front and back faces, and the amount of freeboard. When an outlet pipe is to be used, give the diameter of the pipe.
- (5) PROFILE OF DAMSITE -- Show a complete profile, including: top of dam, high-water line, location and size of outlet pipe; spillway and its bottom width; and appropriate elevations, including the low point of the profile. The vertical elevations and horizontal scale must be shown.
- (6) CAPACITY - Complete the capacity formula shown on the application form by filling in the area and depth; then compute the capacity by multiplying the area times the depth and dividing by 3. The water depth used in this computation should be: the maximum depth of water in the reservoir basin. This is usually the difference in elevation between the low point on the profile of the damsite and the high-water line.
- (7) ENLARGEMENTS -If the application is for enlargement of an existing stock reservoir, a capacity table, setting forth the capacity of the existing stock reservoir and the capacity of the enlargement, must be shown and may be placed within the blank space provided for the Area Map. Enough information must be furnished to clearly indicate the physical changes necessary to accomplish the enlargement; i.e., show the reservoir as it exists and the proposed enlargement.
f. The statement of declaration must be signed and dated by the applicant or his agent, who is familiar enough with the information to comply with the requirements of the declaration.
