Persons shall not deposit solid waste in an area that is not designated by the Department as a solid waste disposal facility. This does not apply to a single family unit or household which is disposing of that family unit or household's solid waste on their own property in such a manner that it is not creating a health hazard, public nuisance, or detriment to the environment.
