Section 2-4 - Issuance of a License (a) For establishments or processing plants that are required to submit plans as specified under Chapter 2, Section 6, the regulatory authority shall issue a license to the applicant after: - (i) A properly completed application is submitted;
- (ii) The required fee is submitted;
- (iii) The required plans, specifications, and information are reviewed and approved; and
- (iv) A pre-operational inspection shows that the establishment or processing plant is built or remodeled in accordance with the approved plans and specifications and that the establishment is in compliance with this Rule.
(b) The regulatory authority may renew a license for an existing establishment or processing plant or may issue a license to a new owner of an existing establishment or processing plant after: - (i) A properly completed application is submitted, reviewed, and approved;
- (ii) The required fees are submitted; and
- (iii) An inspection shows that the establishment or processing plant is in compliance with this Rule.
