The commission shall send all notices required under the provisions of this rule by certified mail addressed to the loss management service provider or client employer at their last known residence or place of business: Provided, That, if any loss management service provider or client employer is represented by an attorney or other representative, then notice to the attorney or other representative shall be sufficient notice to the party so represented.
