The Privacy Act of 1974 ( 5 USC 552 a) is the statutory basis for the Privacy Program. The act itself assigns overall government-wide responsibility for implementation to the Office of Management and Budget (MS) and specific responsibility to the Civil Service Commission (CS) and the General Services Administration (GSA). These agencies have issued detailed regulations and guidance for government-wide implementation of The Privacy Act. Within the Department of Defense, the Act is further implemented by DOD Directive 5400.11 and by Army Regulation 340-21.
