The Division shall develop and issue a safety code compliance manual for organizations and personnel involved in the design, installation, operation and maintenance of boilers and pressure vessels in Utah.B. This compliance manual shall be reviewed annually for accuracy and shall be re-issued on a frequency not to exceed two years.C.
