A holder of a temporary permit rescinded by the chief engineer who wants a review of the chief engineer's decision may appeal to the board. A written request to appeal must be filed with the chief engineer within 10 days after receiving notice that the temporary permit has been rescinded. The chief engineer shall schedule the appeal for consideration by the board and prepare a notice of hearing pursuant to SDCL 1-26-17.
