Section 70:03:01:109 - Electric utility permit - Rear escort requirements

Poles up to 75 feet long may be moved under an electric utility permit without a rear escort if the following conditions are met:

(1) The trailer's wheelbase does not exceed 43 feet. The trailer's wheelbase shall be measured from the center of the pintle hitch to the turn center of its axle or axle group if the trailer is similar in design to a cart. The trailer's wheelbase shall be measured from the center of the fifth-wheel pin to the turn center of its axle or axle group if the trailer is a semitrailer. The trailer's wheelbase shall be measured from turn center to turn center of its axles or axle groups if the trailer is similar in design to a wagon; and
(2) The effective trailer overhang does not exceed 75 percent of the trailer's wheel base.

A vehicle hauling poles longer than 75 feet or a vehicle which does not meet the conditions in this section may move only with a rear escort. The escort vehicle must meet the requirements of subdivisions (1) and (2) of § 70:03:01:21. The rear escort shall act as a rear buffer for traffic approaching from the rear. The rear escort driver shall also act as a flagperson to assist in handling normal traffic when any portion of the vehicle intrudes into adjacent traffic lanes when making turning maneuvers.

Until July 1, 1994, poles up to 60 feet long may be moved without a rear escort if the vehicle does not meet the conditions of subdivision (1) and (2) of this section provided movement is limited to daylight hours and the trailer's tongue is fully extended to maximize its wheelbase and to minimize the pole overhang.
