If the recipient violates a provision of the contract or requests to repay the tuition award for not completing the terms of the contract specified in SDCL 13-49-20.7, the state treasurer shall notify the recipient in writing and demand payment of the amount of the tuition awards and the interest pursuant to SDCL 13-49-20.7. The state treasurer shall send the notice and furnish a promissory note for the recipient to sign for repayment of the loan plus interest charged at the category A rate of interest specified in SDCL 54-3-16. For the purposes of administering SDCL 13-49-20.7 the recipient is in compliance with SDCL 13-49-20.7 by establishing and maintaining residency in South Dakota and by practicing veterinary medicine in South Dakota for a period of years required by SDCL 13-49-20.7(2).
