The commissioner shall give public notice of any available entrance and statewide promotional vacancy not less than seven days in advance of the closing date for receiving applications. Notice of any vacancy shall be posted and shall be distributed through the media that the commissioner determines to be best suited to effective recruitment. The public notice of any vacancy shall specify the title and duties of the position, the closing date, and other pertinent information and requirements.
