An owner, operator, or care provider shall provide, or arrange for, appropriate care and supervision for the residents consistent with each residents assessed needs and plan of care, and shall be cooperative with the department in carrying out the residents care plans. Services may also be provided by qualified personnel of an outside healthcare provider. An owner, operator, or care provider shall be regularly available to provide appropriate health care and supervision to the residents.
