Each secure unit shall have for the patient access to an outdoor area that is enclosed by a fence. The fence shall extend to a minimum of six feet above grade level and be designed to be safe for patient contact. Hard surface walking paths shall be provided in the outside area. Space shall be provided for lounging. If the access to the outside area is through a required building exit a gate shall be provided to exit the outside area to allow emergency egress and allow access for maintenance.
