Interagency disputes shall be reviewed and resolved by the department secretaries.
If, in resolving the dispute, the department secretaries determine that the assignment of financial responsibility under this chapter was inappropriately made, the department secretaries shall arrange for reimbursement of any expenditures incurred by the agency originally assigned responsibility. For the purposes of this section, the term, department secretaries, means the secretaries of education, health, human services, and social services.
