The board shall hold the annual meeting required by SDCL 1-27-19 and special meetings at the call of the chairman. The executive secretary shall serve written notice of all meetings upon each member of the board at least five days in advance of the board meeting. The notice of meeting shall contain the date, time, and location of the meeting and shall be accompanied by copies of petitions filed with the board and proposed for action at that meeting. The chairman shall call sufficient special meetings to act on a petition filed with the board within six months from the date of filing.
