The Director may assign automotive technical experts certified by the National Institute of Automotive Service Excellence ("NIASE") as advisors and consultants to each arbitration panel hearing automotive cases, as needed.B. The Director may assign motorcycle technicians, who in the opinion of the Motor Vehicle Arbitration Board, based upon experience and/or education qualify as experts.C. Said technical expert shall be present whenever oral testimony is presented.D. In the event of a documentary hearing, such expert shall be available to the arbitration panel. Such expert need not be present at the hearing, unless requested by the chairperson of the sitting panel.E.
